Economic analysis shows 3-D printing is ready for showtime

It may seem like a stretch to envision a 3D printer in every home. However, a Michigan Technological University researcher is predicting that personal manufacturing, like personal computing before it, is about to enter the mainstream in a big way.

"For the average American consumer, 3D printing is ready for showtime," said Associate Professor Joshua Pearce.

3D printers deposit multiple layers of plastic or other materials to make almost anything, from toys to tools to kitchen gadgets. Free designs that direct the printers are available by the tens of thousands on websites like Thingiverse. Visitors can download designs to make their own products using open-source 3D printers, like the RepRap, which you build yourself from printed parts, or those that come in a box ready to print, from companies like Type-A Machines.

3D printers have been the purview of a relative few aficionados, but that is changing fast, Pearce said. The reason is financial: the typical family can already save a great deal of money by making things with a 3D printer instead of buying them off the shelf.

Pearce drew that conclusion after conducting a lifecycle economic analysis on 3D printing in an average American household.

In the study, Pearce and his team chose 20 common household items listed on Thingiverse. Then they used Google Shopping to determine the maximum and minimum cost of buying those 20 items online, shipping charges not included.

Next, they calculated the cost of making them with 3D printers. The conclusion: it would cost the typical consumer from $312 to $1,944 to buy those 20 things compared to $18 to make them in a weekend.

Open-source 3D printers for home use have price tags ranging from about $350 to $2,000. Making the very conservative assumption a family would only make 20 items a year, Pearce's group calculated that the printers would pay for themselves quickly, in a few months to a few years.

The group chose relatively inexpensive items for their study: cellphone accessories, a garlic press, a showerhead, a spoon holder, and the like. 3D printers can save consumers even more money on high-end items like customized orthotics and photographic equipment.

3D printing isn't quite as simple as 2D printing a document from your home computeryet. "But you don't need to be an engineer or a professional technician to set up a 3D printer," Pearce said. "Some can be set up in under half an hour, and even the RepRap can be built in a weekend by a reasonably handy do-it-yourselfer."

It's not just about the money. 3D printing may herald a new world that offers consumers many more choices as everything can be customized. "With the exponential growth of free designs and expansion of 3D printing, we are creating enormous potential wealth for everyone." explains Pearce.

Before 3D printers become as ubiquitous as cellphones, they could form the basis of small-scale manufacturing concerns and have huge potential both here and for developing countries, where access to many products is limited.

"Say you are in the camping supply business and you don't want to keep glow-in-the-dark tent stakes in stock," Pearce said. "Just keep glow-in-the-dark plastic on hand, and if somebody needs those tent stakes, you can print them."

"It would be a different kind of capitalism, where you don't need a lot of money to create wealth for yourself or even start a business," Pearce said.

Groupon Loses Mobile Head David Katz, Who Is Heading To Sports Commerce Site Fanatics

Groupon continues to roll out new products that point to the e-commerce company?s ongoing ambitions to move beyond the daily deal and further into becoming a central hub for local and mobile commerce. But come August, it will be doing so without one of its most senior mobile execs. David Katz, VP and GM of consumer mobile, is leaving the company at the end of next month and taking up a position as SVP and GM of mobile for Fanatics, the sports apparel commerce site.

Katz passed on the news to friends and colleagues in an email, which TechCrunch obtained via an anonymous tipster. We?re including that below.

Meanwhile, Groupon has also confirmed Katz?s departure, interim management for mobile, and plans for recruiting a replacement:

?David is leaving Groupon at the end of the month to take another position,? a spokesperson told TechCrunch. ?We?ve begun a search for a new leader of our Consumer Mobile division. Groupon has very deep and talented mobile team that will continue to report to?our Senior Vice President of Product Development?Jeff Holden, and we?re excited about the future for one of the fastest-growing Mobile operations in the industry.?

Fanatics, which had been acquired by GSI Commerce (now eBay Enterprise) in March 2011, was?spun out of the company as part of Kynetic (a new company from the founder of GSI Commerce) just seven months later. Sports apparel is big business. In June of this year, Fanatics was valued at $3.1 billion when it raised $170 million from Singapore?s Temasek and Alibaba. Prior to that, Fanatics had raised $225 million from Andreessen Horowitz, Insight Venture Partners and Bank of America for its network of sports commerce sites, focused mainly on apparel (one of the biggest in its portfolio of sites is Football Fanatics). Making a bigger move into mobile is a logical step for the company.

Katz has been with Groupon since April 2011, and before taking on the role of VP of mobile. Prior to that, he was VP and GM for retail solutions. And before that, Katz spent six years at Yahoo, with the last three as VP of mobile.

I?ve spoken with Katz several times about the launch of new mobile products, and he?s always been firmly focused on business as usual, despite there sometimes being more than a little drama going on around him. In the wake of co-founder and CEO Andrew Mason getting ousted, Katz told me that it was simply ?business as usual? at Groupon, with the company just focused on shipping new products.

He was also one of the key people there trying to make sure that what Groupon was doing in the U.S. would also see light outside of North America ? no small task, considering that much of Groupon?s international growth was inorganic and therefore based on different IT systems. The question going forward will be whether whoever succeeds Katz and Groupon will continue to give mobile the same focus it has had up to now, and whether that ambition connects with consumers, both in the U.S. and elsewhere.

We?ve reached out to Katz for comment. For now, here?s his memo:

Rogers has launched a low-cost alternative to its VoIP-based landline phone service today called Wireless Home Phone.?Using existing cellular infrastructure for Canadians that don?t have access to traditional landline services, Wireless Home Phone will work with any existing cordless or corded receiver by using it as a base for a SIM card-based cellular signal.

The device, which will cost $29.99, contains a SIM card with a phone number, identical to the one you?d use in a cellular phone. Because it works with the existing phone infrastructure in your home, it?s possible to do away with landline service completely: introductory pricing starts at $9.99 per month for current Rogers customers, bringing unlimited Canada-wide calls, voicemail and caller ID. Call waiting, three-way calling, and international long distance is an extra $1.99, for a total of $11.99 monthly.

Wireless Home Phone, interestingly, will not be available to users in areas that are currently served by Rogers? existing service, which is considerably more expensive, but comes with a number of advanced features like voicemail-to-text and online management suite. Those with no existing Rogers products will also have to carry a $15 per month premium, at $24.99, than current customers, too. But having the ability to easily add or replace a home phone line which taps into Rogers? existing 3G cellular network infrastructure is a win-win for the company and rural customers, where the benefit of copper is not as common.

The service is available to small business users on a per-number basis for the same price. Fido will be launching an identical service ? Fido Wireless Home Phone ? with an identical price and feature set as well.

Facebook has announced that 100 million people are now using their low-powered app for feature phones, Facebook For Every Phone.

Designed specifically for budget, low-tech feature phones, the app uses the smallest amount of data possible.

Part of its attempt to enhance growth in new markets, Facebook has announced that 100 million people are now using the Facebook For Every Phone app, some of which are signing in from the world?s poorest countries.

?This is an important milestone for us,? said Ran Makavy, Growth Manager for Facebook. ?Facebook?s mission is to make the world more open and connected, and Facebook For Every Phone enables people around the globe to connect to the people and things they care about most, no matter what kind of mobile device they use.?

Facebook For Every Phone is used to regularly access the social media site from more than 3,000 different models of feature phones. Some of these handsets cost around $20 so Facebook has ensured that Facebook For Every Phone users can download their Facebook feed and photographs for little or no data charge.

?Today, millions of people in developing markets like India, Indonesia and the Philippines are relying on this technology to connect with Facebook, without having to purchase a smartphone.?

The Facebook For Every Phone app is actually run on Facebook?s own servers, with a design that aims to mimic the smartphone experience.

Facebook hasn?t yet introduced advertising to the feature phone Facebook app, so it currently makes no money from the 100 million users.

?In a lot of foreign markets, people think that the Internet is Facebook,? said Clark Fredricksen, a Vice President at eMarketer.

Launched in July 2011 and powered by Snaptu technology, the Facebook For Every Phone app is more focused on expanding the Facebook user base rather than profits.

It can be downloaded for feature phone users around the world from the browser or phone maker app stores.

?In just two years, Facebook for Every Phone has successfully put Facebook into the hands of millions of people around the world with limited access to the internet, giving them the power to connect and share,? added Makavy.

New Iran president expected to tap US-educated advisers, bringing 'worldly outlook' to Tehran

Several U.S.-educated Iranians are expected to be tapped for key posts in President Hassan Rowhani's new administration, hinting at a break from the antagonistic rhetoric of predecessor Mahmoud Ahmadinejad.?

The 64-year-old moderate cleric won an outright victory in June?s election, in which he was the closest thing to a reform candidate running to replace Ahmadinejad.

A sudden thaw in relations with the West is unlikely, most experts agree. But Rowhani's installation could mark the beginning of a more open government and lead to friendlier relations between Washington and Tehran.

?I would not expect a change of agenda, but maybe a change in the way things are done ? and that is important when it comes to diplomacy,? said Sasan Aghlani, an expert on Iran at British think tank Chatham House.

After Rowhani is sworn in on August 3rd, he will unveil a new cabinet and team of advisers. Among the names being touted are four veteran Iranian politicians who all hold degrees from U.S. universities.

Mahmoud Vaezi, a senior figure at Rowhani?s Center for Strategic Research think tank, could be appointed foreign minister, according to Bijan Khajehpour, a Vienna-based Iranian business consultant and contributor to regional news site Al-Monitor.

Vaezi graduated with a degree in electrical engineering at California?s Sacramento State University in 1976, and his biography lists two other U.S. degrees and a doctorate from Warsaw University in Poland.

Other candidates for administration positions are industrialist Mohammad Nahavandian, who was awarded a doctorate in economics by the George Washington University?in January 1994, and Mohammadreza Nematzadeh, Rowhani?s campaign manager who studied environmental engineering at California Polytechnic State University in 1968.?

Seyed Hossein Mousavian, likely to be a key foreign policy adviser, is another Sacramento State graduate - and currently a research scholar at the Woodrow Wilson School of Public and International Affairs, Princeton University.

That senior Iranian figures are educated in the West is not unusual. One of the candidates Rowhani defeated, Ali Akbar Velyati, was a post-graduate fellow at Johns Hopkins University School of Medicine while current foreign minister Ali-Akhbar Salehi has a doctorate from MIT.

But together, they come from a cohort of Iranians who were studying in the United States just before the 1979 Islamic revolution and returned to Iran to participate in overthrowing the U.S.-backed Shah Mohammad Reza Pahlavi. And all four of those touted for Rowhani?s inner circle have extensive business or political ties outside their home country.

?I sense the cabinet will have a more worldly outlook than under Ahmadinejad,? Chatham House's Aghlani said.?

Most have already served as ministers under previous presidents, according to Khajehpour. ?They bring experience, which is significant because there has been too much trial and error in the past."

?They also have an insight into how Iran is perceived in the West, and how the West is perceived in Iran.?

Ahmadinejad has taken a confrontational approach with the West, going as far as calling for Israel to be wiped off of the map, as well as alienating members of Iran's conservative establishment.

Rowhani himself was educated in the West, having been awarded both a masters degree and a doctorate in law at Scotland's Glasgow Caledonian University, where his supervisor Mahdi Zahraa remembered him as ?a quiet-spoken, very gentle man.?

"His spoken English was good. Hassan knew his subject well and responded to my directions in an organised, thoughtful manner,? Zahraa said in a statement.

The university on Wednesday released video footage of the 1999 ceremony at which Rowhani received his doctorate.

As he prepares to take office, Rowhani is likely to be preoccupied with the tasks ahead of him ? not least repairing Iran?s economy, which has been crippled by United Nations sanctions.

Last Sunday, Rowhani revealed the country?s financial situation is more perilous than Ahmadinejad had led people to believe, with inflation at 42 percent. The admission appeared to hint that Iranians can expect more transparency from a Rowhani government ? even if relief from spiraling prices for everyday goods is not on the immediate horizon.

He has also called for less filtering of the Internet ? a recognition that Iran?s Islamic principles cannot solely be maintained by sealing itself off from the outside world. "Gone are the days when a wall could be built around the country,? he said in remarks reported on state-run Press TV. ?Today there are no more walls."

Khajehpour speculated that Rowhani would create "a government of unity ? of reconciliation, perhaps." He speculated that even defeated election rival Mohammad Bagher Ghalibaf could be offered a government role.

Still, Rowhani?s open approach ? and strong regional outlook - could cement opposition among ordinary Iranians to U.S.-led sanctions.

Pope seeks Catholic rebirth in land of samba

RIO DE JANEIRO (AP) ? The white sands of Copacabana beach typically draw millions of sun-worshippers, New Year's Eve revelers and fans for free concerts by the likes of Stevie Wonder and the Rolling Stones. In the coming week, the star of the show is infinitely less flamboyant than Mick Jagger, but he promises to stir up just as much passion among devotees.

Pope Francis, the 76-year-old Argentine who became the church's first pontiff from the Americas in March, will turn the crescent-shaped shoreline into a giant stage for his first international trip as pope, returning to the embrace of Latin America to preside over the Roman Catholic Church's World Youth Day festival.

The pontiff is coming to the heart of a city known for pricey real estate and sexy samba with a message of humility, simplicity and support for the poor ? priorities that he has set out already in his four months as pope.

The Catholic Church in Brazil is one he knows well, aware that it is losing legions of adherents to Pentecostal churches and secularism. But Catholic youth festivals are meant to reinvigorate the faithful, and Francis, a soccer-loving native son, is expected to rally young people with his humble and unconventional ways.

More than a million young Catholics are expected to flock to Rio to celebrate their new pope. The city overseen by the giant Christ the Redeemer statue has mobilized thousands of soldiers and police to make sure the visit goes smoothly, even as violent anti-government protests continue to erupt a month after Brazil saw mass demonstrations nationwide.

Some residents have already prepared a uniquely Rio de Janeiro welcome for Francis: They've built from sand life-sized images of the pope on Copacabana, in place of the usual sculptures of bikini-clad beauties.

Rafaela Bastos, a pilgrim walking along the beach a few days before the pontiff's arrival, said the "Francis effect" was already evident. As she spoke, an army of construction workers toiled at a furious clip on the beach to finish the enormous, white altar where Pope Francis will celebrate a Mass.

"Francis has captivated me; he's absolutely won me over," said the 23-year-old from Brazil's Minas Gerais state. "He's brought the church close to the people and especially to young Catholics. He's creative, he's modern, he's not changing doctrine, but he seems far more flexible and open to discussion."

That Francis is from Latin America "just makes him even better: He understands our culture and that brings him closer to us and allows us to understand him," Bastos said.

Despite such optimism, these are worrying times for the church, and Brazil's case is emblematic.

The vast nation was 89 percent Catholic when Pope John Paul II became the first pontiff to visit in 1980. According to the national census, that figure had dropped to 65 percent by 2010. Such declines are happening all over Latin America, which is one of the church's remaining strongholds amid growing secularism in Europe and the United States. Sex abuse and corruption scandals have further eroded trust in the church.

Francis's response to the challenges has been to help find "an entirely new way to interact with the world" by the manner in which he communicates, said Sao Paulo Cardinal Odilo Scherer, one of two Latin Americans named to the Pontifical Council for Promoting New Evangelization created in 2010.

"The church, Christianity, the Catholic faith cannot be apart from the world," Scherer said. "It must be a part of the world, inside of it, and it must interact with modern society if it hopes to have repercussions and influence."

Francis has moved quickly to build a more everyman approach to his office.

He still refuses to sign his name as pope, rarely refers to himself as pontiff, and thinks of his role more as a good pastor ? and a good role model for other pastors. Once a priest who rode the subway to work, he is now a pope who spurns the ornate symbols of power: He passed on the red papal shoes for his old black ones and shed the fancy papal residence and gold pectoral cross.

Recently, Francis skipped a concert held in his honor in the Vatican auditorium, something unheard of among popes. Instead, he left his white papal chair empty as the concert went on without him.

"He doesn't seem to be interested in the kind of symbolic things that hold him at the center," said the Rev. Joseph Fessio, a fellow conservative Jesuit and head of U.S. publisher Ignatius Press.

Still, he hasn't shied from flexing his papal authority.

Francis' audacious decision to canonize Pope John XXIII was evidence that he knows full well how to wield papal power. Francis bypassed Vatican rules that require confirming a second miracle to John's credit before he could be declared a saint, skipping that formality so he could canonize both the liberal "father" of the Second Vatican Council and the conservative John Paul. That was seen as a balancing act aimed at keeping the disparate wings of the church happy.

So far, Francis' changes appear to have paid off, with public opinion polls showing broad popularity, at least among Catholics.

One recent survey in Italy said 96 percent of Catholics there have "a lot" of trust in Francis, a level not seen since the apex of John Paul s papacy. A Pew Research poll in the U.S. said 84 percent of American Catholics also have a favorable view of the pontiff, compared to 67 percent for Francis' predecessor, Benedict XVI, in the first Pew poll taken after his election.

"I think the 'Francis effect' is real. He's captured the world's imagination. He comes across as more authentic because he practices what he preaches," said David Gibson, author of a biography on Benedict XVI. "He looks like your parish priest, he talks like your parish priest, and people connect with that.

"But people from the U.S. to Africa to Asia are watching and wondering how he'll come off. Will Pope Francis translate from Rome to Rio?"

Francis will certainly take every opportunity to show off his simpler touch in Brazil, the world's biggest Catholic country, especially after what many considered the more aloof style of Benedict, who visited Brazil in 2007.

Francis is also well known for his outreach to Jews, Muslims and even atheists, so his appeal doesn't seem limited to Catholics alone. What's unclear, however, is how he will deal with the millions of Brazilians who have left the Catholic faith for evangelical churches that the Vatican considers "sects." Francis has no official encounters planned with representatives of other faiths.

After meeting with President Dilma Rousseff shortly after his arrival Monday, Francis will take a day off on Tuesday. On Wednesday he will begin his public activities in the rolling hills of rural Sao Paulo state, visiting a huge shrine built around a small clay statue of the Virgin Mary that is a figure of worship for millions of Brazilians. In Rio, he'll walk the Stations of the Cross surrounded by more than a million young devotees on Copacabana beach as part of World Youth Day festivities.

In one of the key events of his trip, the church's first Jesuit leader will venture into a rough slum that sits along a violence-soaked road known by locals as the Gaza Strip. For many Brazilians, images of that visit will conjure memories of the still beloved John Paul II, who made his own visits to Rio's slums in 1980 and 1997. Since then, evangelical groups have made deep inroads into Brazil's slums with their hands-on ministry of personal improvement and self-discipline.

Through much of the trip, Francis will forego the bullet-proof popemobile used by his two predecessors and instead wade through crowds in an open vehicle, a move strongly opposed by Brazilian security officials.

A Vatican spokesman, the Rev. Federico Lombardi, said Francis chose to leave the popemobile home because he likes being able to get on and off the open-topped car to greet the faithful ? something that's not possible from the bulletproof cage of the more secure vehicle.

Such moves are being closely watched by Brazilians such as Fernanda Neves, a 24-year-old lapsed Catholic in Brazil's biggest city, Sao Paulo, who this month attended her first blessing rite in more than a decade.

In a tiny chapel tucked behind the Sao Judas sanctuary in a working-class neighborhood, Neves looked startled when beads of holy water hit her forehead and dripped down onto her hot pink shirt as a young priest moved around the room, blessing the two dozen faithful gathered.

"I was raised in the church, my family is strongly Catholic, but by age 14 I felt emptiness in Mass. The messages were irrelevant to me," said Neves. "But this new pope, he speaks my language, he seems like a man of the people. It's easier to understand what he wants from us and I think he'll help bring Brazilians back to the church."

Prince William to get 2 weeks of paternity leave

LONDON (AP) ? He may be royal, but when it comes to paternity leave Prince William is in the same boat as everyone else. Like thousands of other new fathers in Britain, he will get two weeks off when his child is born.

Along with British society, the royal family has been gradually modernizing its attitudes to birth and parenting. William's father, Prince Charles, was present at the birth of his two sons, who were born in a hospital rather than a palace ? both breaks from royal tradition. But William is the first senior royal to receive statutory paternity leave, which was introduced in Britain in 2003.

Some family campaigners say William, a Royal Air Force search-and-rescue helicopter pilot, is setting a good example in a country where until recently new fathers have taken little time off.

But others say two weeks is not enough, and argue social and economic pressures still discourage fathers from spending time looking after their newborns.

"There is an element that employers ? and men themselves ? are thinking of them as the ones who earn the money and stick in that role when children come along," said Jeremy Davies of the Fatherhood Institute think tank. "It can be quite difficult to set yourself apart from that."

Under British law, William is entitled to two weeks off at a flat pay rate of just under 137 pounds ($206) a week. He's lucky ? the military is among employers that pay more, and he will receive his full salary for the fortnight.

The government says two-thirds of new fathers take some paternity leave, but less than half take the full two weeks. Some are ineligible because they are self-employed or haven't been at a job for at least six months. Others just can't afford it.

Mothers, who receive the bulk of parental leave, can take up to a year off, though only 39 weeks of it is paid, and not at full salary.

The rules are changing. Under recent changes, new fathers can take up to six months leave by using up some of the year of a partner who has returned to work.

But few do. Elizabeth Gardiner of campaign group Working Families said that in the first year the flexible leave was offered, only 1,650 men in Britain took it.

She said the solution is to set aside some time off for fathers only ? a practice in Scandinavia known as "daddy months."

"If you really want fathers to take up leave you have to earmark it for them and you have to pay it properly," she said.

That's what they do in Sweden, where new parents can take 16 months' paid leave, divided between the parents as they like. Two months can only be taken by the mother and two months by the father ? if not, the time cannot be transferred to the partner and is forfeited.

As an incentive, it works ? In 2000, Swedish men took out only 12.4 percent of parental leave; by 2010 their share had nearly doubled to 23.1 percent, according to government statistics.

At the other end of the scale is the United States, where there is no government-subsidized nationwide paid paternity leave, though some companies and a few states including California offer it. Many companies and the public sector offer unpaid leave to new fathers.

Britain is moving to offer fathers more time. Under legislation currently before Parliament, from 2015 parents will be able to split the 50 weeks of paid leave as they like.

Changing attitudes may be harder than changing the law. A recent study by the Rotman School of Management at the University of Toronto found that men who take on caregiving duties at home receive more abuse at work than men who stick to conventional gender roles.

"It was a pretty powerful result," said Jennifer Berdahl, professor of organizational behavior at the Rotman School. "Men who did relatively more caregiving at home experienced a lot more 'not man enough' harassment and teasing that threatens their status in the workplace."

Prime Minister David Cameron took two weeks' leave when his daughter Florence was born in 2010, and it drew comment ? some approving, some critical of a national leader stepping back for 14 days to look after a baby.

Jeremy Davies of the Fatherhood Institute said William was setting a good example ? up to a point.

"What would be fantastic would be to see Prince William to take some time where he was the primary carer at some time during the first year," Davies said. "That's the stuff that leads to a really strong relationship with the child."

Israel to release Palestinian prisoners before peace talks

Israel has agreed to release Palestinian prisoners in order to resume peace talks, but will not yield to other demands the Palestinians say must be met before they return to the negotiating table.

Strategic affairs minister Yuval Steinitz said today that Israel was prepared to release some ?heavyweight? prisoners but could not accept Palestinian demands over the borders of their future state before talks begin.

US secretary of state John Kerry said yesterday that Israel and the Palestinians had laid the groundwork to resume talks after an almost three-year stalemate, but that the deal was not final and required more diplomacy.

?There will be some release of prisoners,? Mr Steinitz told Israel Radio. ?I don?t want to give numbers but there will be heavyweight prisoners who have been in jail for tens of years.? The release would be carried out in phases, he added.

Palestinians have long demanded that Israel free prisoners held since before 1993, when the two sides signed the Oslo Accords - a interim deal intended to lead to an independent state the Palestinians seek in East Jerusalem, the West Bank and the Gaza Strip.

?In all meetings held by president Abu Mazen (Mahmoud Abbas) with minister Kerry and others, the Palestinian demand to release the prisoners topped the agenda,? said Abbas?s spokesman, Nabil Abu Rdaineh. ?Freeing prisoners is a Palestinian priority that should precede any agreement.

There are about 100 pre-Oslo prisoners in Israeli jails, according to the Palestinian Prisoners Club, a Palestinian body that looks after the interests of inmates and their families.

Mr Steinitz indicated that some of those who would be released had been convicted of violent crimes against Israelis.

?It will not be simple, but we will make that gesture,? he said.

The Palestinians say the talks must be about establishing a future state with borders approximating the boundaries that existed before Israel captured territories in a 1967 war.

Mr Steinitz said there had been no Israeli concession on that point nor on the Palestinian demand that Israel halt all construction of settlements in the occupied West Bank and East Jerusalem.

?There is no chance that we will agree to enter any negotiations that begin with defining territorial borders or concessions by Israel, nor a construction freeze,? he said.

A senior Palestinian official with knowledge of the talks told Reuters: ?Our position remains clear: resumption of negotiations should be based on the two-state solution and on the 1967 borders.?

Mr Kerry said yesterday that the deal between Israel and the Palestinians to resume negotiations was still being ?formalised? but that negotiators for both sides could begin talks in Washington ?within the next week or so?.

Israeli and Palestinian officials told Reuters yesterday the talks would take months to unfold. Mr Steinitz said the Palestinians had agreed to enter talks that would take between nine months to a year.

He said this would stop the Palestinians from taking unilateral steps at the United Nations General Assembly in September, when they had planned to seek recognition for their statehood in the absence of direct talks with Israel.

Egyptian foreign minister Nabil Fahmy told a news conference today: ?We support serious talks to take place with a set and precise time frame.?

Mr Kerry?s drive to relaunch the peace talks was endorsed this week by the Arab League, which potentially holds out the prospect of a broader regional peace with Israel upon the establishment of a Palestinian state.

The Arab League?s own peace proposals, launched over a decade ago, foundered on the issue of a return to 1967 borders, but it confirmed on Wednesday it had shifted its position to countenance ?limited exchange of territory of the same value and size?.

Such a formula could allow Israel to keep large settlement blocs it has said should remain in Israeli hands in any future peace deal.

Ryanair, the UK's only ultra low cost carrier (ULCC) today (18 July) made a submission to the UK Government's Airports Commission, calling on Sir Howard Davies and his team to resolve the 30 year old runway shortage in the South East of England by recommending that each of the 3 main London airports, Gatwick, Heathrow and Stansted, be allowed to develop, at the earliest possible date, one new additional runway each, which will result in 3 new runways serving London, which will finally address runway capacity in the South East for the next 50 years, thereby allowing competition between the 3 airports, to ensure that these new runways are delivered in a timely, efficient and cost competitive manner which will maximise the gains for UK consumers and visitors.

Ryanair in its submission has rubbished any new Greenfield airport plan such as 'Boris Island', which it criticised as being more of the failed political interference that has bedevilled UK infrastructure projects over the past 30 years.? Ryanair believes that any new greenfield airport will take many decades to deliver, and will result in vast overspending and inefficiency due to the absence of any existing airport or ground transport infrastructure at any such greenfield site.?

The UK in general and London in particular is being left behind by new runway developments in competitor cities such as Frankfurt, Paris and Madrid.?

The failure of recent UK Governments to stand up to misleading environmental groups and their willingness to pander to narrow 'NIMBY' interests at individual airports has allowed UK aviation, tourism and job creation to be hijacked by backward looking luddites.?Sadly the very appointment of the Davies Commission is just the latest example of the spineless approach of David Cameron's Government which talks about stimulating growth and job creation, but instead of pursuing growth policies they?pander to tree huggers and NIMBYS.

Ryanair believes that the solution to the runway shortage in London is both simple and straightforward.? Thanks to the recent break-up of the BAA airport monopoly, London now has three competing airports, but no spare runway capacity.? Instead of pandering to the expensive lobbyists of Ferrovial and Heathrow, the Davies Commission should recommend that three new runways be developed and allow the marketplace and competition between these three airports to deliver timely, cost efficient and consumer friendly runway capacity growth in the manner that will most benefit UK consumers, UK tourism and UK job creation.? These 3 new runways will in turn deliver an additional 100m passengers p.a., which - given Airport Council International figures - will sustain about 100,000 new jobs across the 3 London airports.?These 3 new runways will also exploit the advantage of the existing road, rail, underground and coach infrastructure which already serves these London airports, without the waste, delay and inefficiency of trying to develop a new greenfield airports and ground transport to serve them.

Approving 3 new runways at Heathrow, Gatwick and Stansted is also the only way to keep Ferrovial/Heathrow honest as it promotes its plans to waste further billions on inefficient, gold-plated facilities which will allow them to again 'game' the CAA's inadequate regulatory regime to further penalise airlines and passengers at Heathrow, with much higher charges.? Competition between the airlines has significantly reduced UK air fares over the past 30 years to such an extent that Ryanair now carries more passengers than British Airways and Easyjet combined.? The Davies Commission (while being another example of David Cameron kicking the can down the road) offers a unique opportunity to finally introduce effective competition and excess capacity in London's runway infrastructure and Ryanair hopes that Sir Howard and his team will seize this historic opportunity."

Texas Gov. Perry signs abortion bill into law

Texas Gov. Rick Perry signed a controversial bill into law Thursday that places broad new restrictions on abortions in the state.

House Bill 2, which drew angry rallies during debate in the state legislature, was signed into law amid chants of "shame" from protesters in the hallway, and applause of supporters in the room.

"In signing House Bill 2 today we...cement the culture of life which Texas is built upon," Perry said. "Children do deserve the respect of simple recognition before their lives are cut tragically short."

The bill originally failed to gain approval because of a Democratic filibuster led by state Sen. Wendy Davis. Perry called the legislature into a second special session to continue consideration of the bill.

The bill passed the state House and state Senate last week.

The measure bans abortions past 20 weeks of gestation, mandates abortion clinics become ambulatory surgical centers, tightens usage guidelines for the drug RU486 and requires doctors who perform abortions to have admitting privileges at a hospital within 30 miles of the clinic at which they're providing such services.

Critics of the measure say it would shut down most abortion clinics in Texas -- denying access to many in rural communities -- and force women to seek dangerous back-alley abortions.

The Republican legislators who support it say the bill isn't about banning abortions, but rather about protecting women's health.

Perry, who was a big voice in support of the bill, announced earlier this month that he will not seek re-election next year.

Mandela's condition improves as South Africa celebrates icon's 95th birthday

JOHANNESBURG, South Africa ? As South Africa marked Nelson Mandela?s 95th birthday with a nationwide ?day of service? on Thursday, the government announced that the anti-apartheid icon?s health was improving.?

?Madiba remains in hospital in Pretoria but his doctors have confirmed that his health is steadily improving,? the government said in a statement, referring to Mandela by his clan name. ?

Mandela was spending his 41st day in a Pretoria hospital with his family, who were celebrating his birthday with him.?July 18 has become known as ?Nelson Mandela International Day,? since the United Nations proclaimed it so in 2009.

?It?s an honorable day for us because it's our grandfather's birthday, so it's literally a call for the whole world to go for service and to do something special,? granddaughter Zaziwe Dlamini Manaway said. ?

?It's basically a call for action for the whole world to do something for 67 minutes, to be selfless to do something to better someone else's life someone else's cause.?

The idea for a day of service was inspired by Mandela himself, in a speech celebrating his 90th birthday in London?s Hyde Park in June 2008.

Then, he told an adoring crowd: ?It is the time for new hands to lift the burdens. It is in your hands now.?

The challenge is for everyone, worldwide, to spend at least 67 minutes doing something to help others, according to the Mandela Center of Memory, the foundation that guards his legacy. Mandela spent 67 years of his life struggling to transform the world, first as a human rights lawyer, then as an activist, then prisoner of conscience and eventually as the first democratically elected president of South Africa.

He retired from public service in 2004.?According to the center, Mandela has made it clear that he wants his legacy to be, ?a living legacy of volunteerism and public service.?

President Jacob Zuma also paid tribute to Mandela and his work.?

?On behalf of the government and all the people of South Africa, we wish Madiba a joyous 95th birthday," Zuma said in a statement. "We are proud to call this international icon our own as South Africans and wish him good health."

In spite of this upbeat note, this year's celebration will be extremely poignant. For weeks now, there has been tremendous anxiety that Mandela might not survive until his next birthday.

Near Johannesburg on Monday, several of Mandela?s children and grandchildren helped paint and repair a shelter for abused women and girls. ?

?Of course he would love this,? his daughter Zindzi Mandela said, taking a moment from the work at hand. ?It?s all about humility and compassion, which are key aspects of his character,? she added.

Everywhere, the family gets asked, ?How is Madiba doing??

Lately, the responses have been increasingly upbeat and hopeful, with Zindzi offering the most promising assessment yet on the eve of her father?s birthday. She said he has made ?dramatic progress,? and that she expects him to be discharged from the hospital, ?anytime soon.?

?It hasn?t been easy, Madiba isn?t young anymore,? she said at the women?s shelter. ?But he?s in the best hands, and he?s a fighter, and he still has a charming smile.?

For the nation and Mandela?s admirers around the world, it will be a day of non-stop events, big and small.

Zuma was set to launch a new housing program for low-income residents near the capital, Pretoria. It?s a project in keeping with this year?s broad targeted concerns: food, housing security and literacy.

The Mandela family plans to gather by Madiba?s hospital bedside for a traditional birthday lunch. Many have said in recent days that this is a time to celebrate his heroic life.

But it will also no doubt be a very emotional time for loved ones who know Mandela best.?

President Barack Obama and first lady Michelle sent warm wishes and prayers to Mandela in a statement released Wednesday.

"May Nelson Mandela's life of service to others and his unwavering commitment to equality, reconciliation, and human dignity continue to be a beacon for each future generation seeking a more just and prosperous world," the statement read.
